The Disconnect Between Good News and Belief

I was scrolling through YouTube and X about XRP yesterday and noticed something strange. XRP keeps stacking positive headlines, yet the number of true believers keeps shrinking. On Reddit and X, the mood is even more depressive. People write things like, 'I've held XRP for 7 years and nothing. Wake me up when something actually changes.' Another catalyst, another disappointment.

That frustration is understandable. Good news keeps coming, but trust is slowly leaking away. XRP fell from its all-time high of $3.65 last year to just over $1 in early July this year, a drop of nearly 70%. That decline was not caused by Ripple doing something wrong. The XRP spot ETF still pulled in over $1.4 billion in net inflows. The fundamentals did not collapse. Only the price did.

Belief has an expiration date. In the past, good news made people buy first. Now the first reaction is: 'Here we go again.' The phrase 'next time will be different' has let people down too many times. People are not hopeless because XRP got worse. They are tired of waiting for the money to follow the news.

Why the Catalysts Keep Missing

The biggest issue is not a lack of good news. XRP has plenty of good news. The problem is that despite more and more positive developments, new money is not coming in. And the reason is not that institutions dislike XRP.

From the day XRP was born, it was never designed for retail holders to speculate. It was built to target the multi-trillion-dollar cross-border payments and settlement business between financial institutions. Its real competitor is not Ethereum. It is the backbone of traditional finance: the Swift system. Its natural players have always been big institutions.

Imagine you run a pension fund managing hundreds of billions of dollars. You want to buy XRP, but your lawyer tells you nobody can guarantee what the regulations will look like next year. Would you still buy? Most institutions say: let's wait. That has been the story for years. They think XRP has value and might be useful in the future, but they simply do not dare to buy while the rules are unclear.

The technology is fast, the fees are low, and the network works. Those were never the blockers. The real blocker is the absence of clear regulatory authority. One department claims responsibility, then another says it belongs to the CFTC, then the SEC steps in. Nobody makes a final decision, so the money stays on the sidelines.

The CLARITY Act's Real Promise

Now the strongest pro-crypto bill in US history is reaching its final stage in Congress. The CLARITY Act tries to solve one thing: who exactly will regulate crypto going forward. That may sound boring, but for institutions it matters far more than short-term price action.

Many people think the biggest benefit of clarity is that it will make XRP go up. In reality, what the CLARITY Act sells is certainty. Price is a secondary effect. Let me use an analogy. Suppose you open a restaurant and spend millions on renovations. Then the government tells you that you can open today, maybe not tomorrow, and the rules might change again the day after. Would you keep investing? Of course not.

Institutions are the same. They are not unwilling to make money. They are more afraid of making mistakes. They have been waiting for the day the rules are finally written in stone. Once everyone knows what rules they will be playing by, capital can finally move with confidence. That does not guarantee an immediate XRP pump, but it removes the main excuse for sitting out.

Institutions Buy Certainty, Not Stories

We saw this shift already. In the past, traditional bankers would sometimes show up to hearings, sometimes not. Now, for any closed-door meeting about clarity, bankers in custom suits are rushing to grab seats. They know that once the rules are set, the slow movers will lose clients and custody fees to their compliant competitors.

This is also a political game. We will see if America really wants crypto once the CLARITY Act is passed. But even if it passes, do not expect XRP to explode overnight. Institutions will not dump tens of billions of dollars into XRP on day one. They enter gradually, while Congress is still arguing about the final details.

Ripple's Compliance Advantage

Ripple has not been sitting still while Congress debates. On July 6th, Ripple received the full MiCA license from Luxembourg's CSSF, allowing it to operate payments and custody services across the European Union. With that, Ripple now holds more than 75 regulatory licenses worldwide.

In the Wild West era, the winners were those with the biggest guts. In the clarity era, the most compliant player will capture the biggest market share. But I want to be fair. A license is an entry ticket. It does not magically generate demand. The XRP army on Twitter needs to hear that: a license does not create buyers. Adoption will still depend on the final version of the CLARITY Act and what institutions actually do after it passes.

Is This Despair a Bottom Signal?

So will CLARITY make XRP go up? Honestly, that is no longer the right question. Maybe the market is right. Maybe XRP will never live up to everyone's expectations. But there is one thing I find interesting: the feeling that everyone has already given up and stopped paying attention to XRP. That feels like a bottom.

When everyone thinks XRP is dead, that may be the last opportunity to buy at this price. I am not promising a rebound. For me, it all comes down to risk-reward ratio. If you still believe in XRP, this might be your last test, the one that could change everything. Do you still believe? We will have our answer pretty fast.

One Last Test

XRP's biggest problem has never been its technology or its team. The problem is regulatory uncertainty, and the CLARITY Act is the first real attempt to end that uncertainty. If it passes, institutions will finally have a clear rulebook. That does not mean a guaranteed pump, but it removes the main reason they have stayed away.

Ripple is already building the compliance infrastructure, from the MiCA license in Europe to dozens of other licenses worldwide. The foundation is being laid. The current despair in the XRP community may be exhausting, but it is also exactly the kind of sentiment that marks late-cycle bottoms. I do not know if XRP will fulfill its old promises. I only know that the risk-reward setup has shifted, and we are about to find out.
